I took this photo while in Baños de Agua Santa, the adventure capital of Ecuador. Water flows from a waterfall and comes directly into these basins where locals come to wash their clothes. It was kind of cool to watch.

Is this what the basin is for?

Yes. The water flows down the center and also into the basins.
